The Home and Community Based Services (HCBS) Settings Rule requires that people with developmental disabilities are supported to live in and be active and included members of their neighborhoods and communities. This includes opportunities to seek employment, work in integrated settings, control their own resources, and access their community to the same degree as people who do not receive HCBS.
